Raw tobacco is not considered a tobacco product. Tobacco leaves or unprocessed (raw) tobacco are classified, for tax purposes, as an agricultural product, and therefore are not subject to tobacco tax until they are processed or manufactured into tobacco products.
Only when the leaves are cut, processed, or manufactured into cigarette tobacco or other tobacco products do applicable taxes apply, as the product is then classified as processed tobacco rather than an agricultural tobacco leaf.
